The presentation will discuss the baseline survey of the USAID-funded STEPS OVC project in Zambia, which implements OVC care and support interventions in all districts. The objective of the study was to provide information on OVC well-being as a first step in assessing program impact. This study provides the most comprehensive data on OVC well-being in Zambia, calling for programming around food security, household economic strengthening, child protection, school retention, psychosocial support, and interventions to increase the age of sexual debut.

Mathew Ngunga is Futures Group’s Senior Monitoring and Evaluation Technical Officer in Zambia, responsible for data collection, management, analysis, and reporting of the STEPS OVC program. He is a social scientist with expertise in developing M&E systems and tools for family planning, reproductive health, and HIV and AIDS. Mr. Ngunga is building the capacity of local Zambian organizations in M&E and data use at the district level. He also supports data demand and use in project management and strategy development among District Health Management Teams and Community/District AIDS Task Forces. He previously developed the capacity and technical expertise of local partner organizations in Kenya, including through the PEPFAR-funded Capable Partners program. Mr. Ngunga holds an MRes in Educational and Social Research from the University of London, a BA in Sociology, Public Administration and Economics from the University of Punjab, Chandigarh, India, and a Post-Graduate Diploma from the Kenya Institute of Management.
