The human element of the Health Information System Strengthening Model refers to the people who interact with the health information system (HIS)—as part of the workforce, or as a data user or analyst—and drive its development, maintenance, and improvement. An individual may interact with the HIS through more than one role.

People are the foundation for HIS strengthening. All HIS strengthening initiatives begin with people, rely on people to implement and maintain strengthening, and will benefit people through strengthened health systems.
